It was just an hour down the road from her hometown of West Bend, where she grew up on a farm.<\/p>\n<p><!-- END CLASS=\"CONTAINER SMALL\" ID=\"CONNX-S1-5558169-100\" --><\/p>\n<p>But the hospital started restricting certain birth control options and fertility treatments based on <a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2022\/09\/04\/1120817046\/birth-control-catholic-health-care\" target=\"_blank\">its affiliation <\/a>with the Catholic church, she said. At the same time, her unit was becoming <a href=\"https:\/\/www.npr.org\/sections\/shots-health-news\/2025\/03\/14\/nx-s1-5327425\/covid-shortages-doctors-nurses-iowa-rural-hospitals-burnout-health-workforce\" target=\"_blank\">increasingly short-staffed<\/a> as other obstetricians left and retired.<\/p>\n<p>At one point, Quinn said she was seeing up to 50 patients a day.<\/p>\n<p>&#8220;That is twice what a normal OB-GYN will see in a day,&#8221; she said. &#8220;I knew I was going to miss something, because there&#8217;s no way somebody can function at that level.&#8221;<\/p>\n<aside id=\"ad-backstage-wrap\" class=\"ad-wrap backstage\" aria-label=\"advertisement\">\n<\/aside>\n<p>Last spring, Quinn decided to leave &#8212; not just Mason City, but Iowa entirely.<\/p>\n<p>At the time, the state supreme court <a href=\"https:\/\/www.iowapublicradio.org\/ipr-news\/2024-06-28\/iowa-supreme-court-rules-6-week-abortion-ban-can-go-into-effect\" target=\"_blank\">was on the verge of approving a\u00a0 law<\/a> banning abortion as early as six weeks of pregnancy, with very few exceptions.<\/p>\n<p>It was the last straw for Quinn, who <a href=\"https:\/\/www.slhduluth.com\/news\/2024\/april\/st-luke-s-welcomes-dr-jonna-quinn\/\" target=\"_blank\">got a job<\/a> in Minnesota and moved her family there. Minnesota has <a href=\"https:\/\/www.health.state.mn.us\/people\/womeninfants\/abortion\/index.html\" target=\"_blank\">constitutional protections<\/a> for abortion.<\/p>\n<p>&#8220;I could either stay and ruin myself and my career and my mental health and my relationship with my children, or I could go and continue to practice OB, which had always been my dream,&#8221; she said.<\/p>\n<p>A few months after Quinn moved away, Iowa&#8217;s abortion ban went into effect on July 29, 2024.<\/p>\n<h3 class=\"edTag\">Iowa&#8217;s severe shortage of obstetricians<\/h3>\n<p>After the Supreme Court overturned <em>Roe v. Wade<\/em> in 2022, multiple states, including Iowa, <a href=\"https:\/\/states.guttmacher.org\/policies\/\" target=\"_blank\">enacted abortion bans<\/a> \u2014 despite already facing shortages of OB-GYNs.<\/p>\n<p>The laws have put doctors under increasing strain and surveillance, <a href=\"https:\/\/www.npr.org\/2024\/06\/06\/nx-s1-4995739\/abortion-exceptions-life-mother-florida\" target=\"_blank\">complicating<\/a> the standard medical treatments for miscarriage, ectopic pregnancy, premature membrane rupture, and other pregnancy problems. The additional number of deliveries has been stressful for its two existing obstetrical-unit doctors, according to <a href=\"https:\/\/www.unitypoint.org\/news-and-articles\/press-releases\/grinnell-regional-medical-center-announces-new-president\" target=\"_blank\">David-Paul Cavazos<\/a>, an executive with the center.<\/p>\n<p>Back when patient volume was lower, it was easier for doctors to be on call over the weekend, he explained.<\/p>\n<p>&#8220;You just kind of had to hang out at home, be by the phone,&#8221; he said. But recently the on-call doctors have been delivering &#8220;five babies on Saturday, six babies on Sunday,&#8221; Cavazos said. &#8220;It becomes more stressful.&#8221;<\/p>\n<p>The Iowa legislature <a href=\"https:\/\/iowacapitaldispatch.com\/2025\/05\/28\/gov-kim-reynolds-signs-into-law-rural-health-care-medical-residency-expansion-proposal\/\" target=\"_blank\">passed a bill<\/a> last session that increased Medicaid reimbursement rates for maternity care, so OB-GYNs could be paid more for caring for pregnant patients.<\/p>\n<p>The new law also directs federal funding towards a project to set up additional medical residency slots, including OB-GYN residency slots, in Iowa. Medical residents tend to stay and <a href=\"https:\/\/www.ama-assn.org\/medical-residents\/transition-resident-attending\/how-training-location-specialty-affect-where\" target=\"_blank\">set up practices<\/a> in states where they complete their residency.<\/p>\n<p>These things could help, said <a href=\"https:\/\/www.acog.org\/about\/leadership-and-governance\/elections\/district-and-section-elections\/fellow-elections-2024\" target=\"_blank\">Karla Solheim<\/a>, chair of the Iowa section of the American College of Obstetricians and Gynecologists. But the state&#8217;s abortion restrictions are still a red flag for some OB\/GYNs when deciding whether to practice in Iowa, she said.<\/p>\n<p>&#8220;They understandably do not want to put their licenses and their livelihood at risk when it comes to taking care of patients,&#8221; said Solheim.<\/p>\n<aside id=\"ad-third-wrap\" class=\"ad-wrap third\" aria-label=\"advertisement\">\n<\/aside>\n<p>At her previous job in Quad Cities, Solheim performed an abortion on a patient who had life-threatening complications, she said. It spurred many phone calls from hospital administrators<\/p>\n<p>They peppered her with questions about her decision, Solheim recalled: &#8220;Did I have enough evidence? Was her blood count low enough that her life was in danger? Should we have waited until her blood pressure got lower?&#8221;<\/p>\n<p>Solheim recently stopped delivering babies to focus on gynecology and outpatient care, saying she had become exhausted working in Iowa hospital units that didn&#8217;t have enough obstetricians.<\/p>\n<p>Recent data on residency applications show that state abortion bans may be influencing the next generation of doctors.<\/p>\n<p>Fewer medical students <a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2024\/05\/09\/1250057657\/medical-residents-starting-avoid-states-abortion-bans\" target=\"_blank\">are applying<\/a> to OB-GYN residency programs in states that restrict or ban abortion, according to <a href=\"https:\/\/www.aamc.org\/about-us\/mission-areas\/health-care\/post-dobbs-2024\" target=\"_blank\">a data analysis<\/a> from the Association of American Medical Colleges.<\/p>\n<p>For E., a fourth-year medical student in Iowa, the law is weighing heavily on her decision of where to apply for OB-GYN residency, and ultimately practice. She worries about how Iowa&#8217;s law will affect her ability to practice evidence-based care.<\/p>\n<p>E. is her middle initial \u2013 she asked to be identified that way because she&#8217;s concerned her comments could negatively affect her future career options.<\/p>\n<p><strong>&#8220;<\/strong>I&#8217;m seriously questioning whether Iowa is a state that I want to practice in, in the long term, and it breaks my heart because I know that there is such a need,&#8221; she said.<\/p>\n<h3 class=\"edTag\">Research presents a mixed picture<strong>\u00a0<\/strong><\/h3>\n<p>It&#8217;s still unclear whether abortion bans<em> <\/em>are driving doctors out-of-state.<\/p>\n<p>One <a href=\"https:\/\/jamanetwork.com\/journals\/jamanetworkopen\/fullarticle\/2837058\" target=\"_blank\">recent study<\/a> in Idaho found that two years after the state enacted its highly-restrictive abortion law, 35 percent of the state&#8217;s 268 OB-GYNs had stopped practicing obstetrics.<\/p>\n<p>But <a href=\"https:\/\/jamanetwork.com\/journals\/jamanetworkopen\/fullarticle\/2833030\" target=\"_blank\">another study<\/a>, analyzing federal data two years after the 2022 <em>Dobbs <\/em>decision, failed to find significant departures of OB-GYNs from states with abortion bans.<\/p>\n<aside id=\"ad-overflow-3-wrap\" class=\"ad-wrap overflow-3\" aria-label=\"advertisement\">\n<\/aside>\n<p>&#8220;We were surprised, and we cut the data in every possible way that we could,&#8221; said <a href=\"https:\/\/vcresearch.berkeley.edu\/faculty\/rebecca-staiger\" target=\"_blank\">Becky Staiger<\/a>, an assistant professor at the University of California, Berkeley&#8217;s School of Public Health, and the study&#8217;s lead author.<\/p>\n<p>While numbers don&#8217;t show a systemic exit, it&#8217;s possible some of these OB-GYNs could be adapting how they practice so they can stay with their patients, she said.<\/p>\n<p>&#8220;We&#8217;ve heard anecdotally, and through qualitative research, that they&#8217;re really highly committed to those patients,&#8221; Staiger said.<\/p>\n<p>She said <a href=\"https:\/\/thehill.com\/opinion\/healthcare\/5326038-no-obgyns-are-not-fleeing-states-that-banned-abortion\/\" target=\"_blank\">the analysis also doesn&#8217;t capture<\/a> how OB-GYNs feel about <a href=\"https:\/\/www.npr.org\/2024\/02\/23\/1233355153\/obstetricians-in-states-where-abortion-is-mostly-illegal-face-huge-amounts-of-st\" target=\"_blank\">working in states with abortion restrictions<\/a>.<\/p>\n<p>&#8220;What we can&#8217;t observe is anything about the quality of care that the providers are able to provide, about provider satisfaction with job, about provider safety,&#8221; Staiger said.<\/p>\n<p><em>This story comes from NPR&#8217;s health reporting partnership with\u00a0<\/em><a href=\"https:\/\/www.iowapublicradio.org\/\" target=\"_blank\">Iowa Public Radio<\/a> <em>and<\/em> <a href=\"https:\/\/kffhealthnews.org\/\" target=\"_blank\">KFF Health News<\/a>.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The Grinnell Regional Medical Center in Iowa has seen a sharp increase in births since a neighboring rural hospital stopped delivering babies.
