Their strong chemical structures make them degrade incredibly slowly in the environment. <\/p>\n<p>Today, they litter <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2666016424000379\" target=\"_blank\">soil<\/a> and <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2666016425000349\" target=\"_blank\">water<\/a> sources across the world and can be found in the <a href=\"https:\/\/www.atsdr.cdc.gov\/pfas\/data-research\/facts-stats\/index.html\" target=\"_blank\">blood<\/a> of almost everyone in the U.S.<\/p>\n<p>One type of PFAS that the Louisville water technicians are tracking is HFPO-DA, though it&#8217;s perhaps better known by a trade name, <a href=\"https:\/\/www.chemours.com\/en\/about-chemours\/genx\" target=\"_blank\">GenX<\/a>.<\/p>\n<p>Almost a year ago, workers noticed an unexpected spike in the level of GenX detected in a sample of the raw, untreated water drawn from the Ohio River for filtering and processing.<\/p>\n<div class=\"flourish-embed flourish-chart\" data-src=\"https:\/\/www.npr.org\/sections\/shots-health-news\/2025\/11\/30\/nx-s1-5604679\/visualisation\/23712566\"><img decoding=\"async\" src=\"https:\/\/www.npr.org\/sections\/shots-health-news\/2025\/11\/30\/nx-s1-5604679\/&lt;a href=\" https:=\"\" target=\"_blank\"\/><\/div>\n<p>In water, PFAS concentration is measured in parts per trillion. The GenX levels they found last December were 15 times higher than the previous month: 52 parts per trillion versus 3.4 parts per trillion.<\/p>\n<p>&#8220;A part per trillion is like one second in 32,800 years. They traced the chemical up the Ohio River, past Cincinnati and through Appalachian forests, all the way to a West Virginia factory about 400 miles upstream.<\/p>\n<aside id=\"ad-secondary-wrap\" class=\"ad-wrap secondary\" aria-label=\"advertisement\">\n<\/aside>\n<p>There, the <a href=\"https:\/\/www.chemours.com\/en\/\" target=\"_blank\">Chemours Co.<\/a> uses GenX to make <a href=\"https:\/\/www.plasticsengineering.org\/2024\/08\/fluoropolymers-explained-005977\/#!\" target=\"_blank\">fluoropolymers<\/a>, a special plastic critical to the semiconductors that power our phones. <\/p>\n<p>Its Washington Works facility near Parkersburg, West Virginia, also has a <a href=\"https:\/\/www.lpm.org\/news\/2019-11-25\/dark-waters-puts-pfas-saga-on-big-screen-as-ohio-valley-contamination-comes-to-light\" target=\"_blank\">notorious<\/a> history of PFAS pollution.<\/p>\n<p>A lawyer, <a href=\"https:\/\/www.taftlaw.com\/people\/robert-a-bilott\/\" target=\"_blank\">Robert Bilott<\/a>, fought the plant&#8217;s previous owner, <a href=\"https:\/\/www.dupont.com\" target=\"_blank\">DuPont<\/a>, in court and <a href=\"https:\/\/theintercept.com\/2015\/08\/17\/teflon-toxin-case-against-dupont\/\" target=\"_blank\">ultimately revealed<\/a> the company knew that a type of PFAS it was using, called PFOA, was toxic but didn&#8217;t disclose that information.<\/p>\n<p>DuPont went on to <a href=\"https:\/\/apnews.com\/article\/dupont-water-contamination-settlement-new-york-hoosick-53a70887abbcaf686b545252de107600\" target=\"_blank\">settle<\/a> <a href=\"https:\/\/www.nj.com\/news\/2025\/08\/dupont-agrees-to-2b-record-settlement-with-nj-over-forever-chemical-pollution-at-4-sites.html\" target=\"_blank\">various<\/a> <a href=\"https:\/\/www.reuters.com\/article\/business\/dupont-settles-lawsuits-over-leak-of-chemical-used-to-make-teflon-idUSKBN15S18T\/\" target=\"_blank\">lawsuits<\/a> claiming it contaminated local environments with forever chemicals, although the company repeatedly has denied wrongdoing.<\/p>\n<p>Chemours was <a href=\"https:\/\/www.chemours.com\/en\/news-media-center\/all-news\/press-releases\/2015\/the-chemours-company-completes-spin-off-from-dupont-and-launches-as-an-independent-publicly-traded-c\" target=\"_blank\">spun off<\/a> from DuPont in 2015.<\/p>\n<p><strong>What Louisville&#8217;s sudden spike means<\/strong><\/p>\n<p>At the Louisville Water Co., the team&#8217;s calculations eventually showed that the December 2024 spike in GenX levels corresponded to publicly-available data from Chemours, about its chemical discharges into the Ohio River.<\/p>\n<p>Still, Goodman told NPR he wasn&#8217;t worried about local customers&#8217; safety \u2014 even with last year&#8217;s spike.<\/p>\n<p>That&#8217;s because risks posed by low PFAS concentrations are measured over a lifetime of exposure, he said. And recent data from Louisville show the <a href=\"https:\/\/www.lpm.org\/investigate\/2025-06-25\/pesky-pfas-present-in-louisville-water-data-show\" target=\"_blank\">PFAS levels in city drinking water<\/a> fell within planned federal safety limits.<\/p>\n<p>Plus, water is just one way people can be exposed to PFAS, Goodman added. &#8220;Because you get a lot more of these pollutants from packaging, from prefixed food, cake mixes, weird things, you know, popcorn boxes,&#8221; he said.<\/p>\n<p>Chemours did not return a request for comment NPR.<\/p>\n<p>But in Chemours&#8217; responses to a <a href=\"https:\/\/mountainstatespotlight.org\/2025\/05\/30\/chemours-pfas-pollution-ohio-river-lawsuit\/\" target=\"_blank\">lawsuit<\/a> filed by a West Virginia environmental group, the company denied their discharges are connected to Louisville&#8217;s GenX spike. (Louisville is not a party in the lawsuit.)<\/p>\n<p>The company also contended that sampling data showed levels of GenX in the river and in downstream utilities&#8217; treated drinking water are &#8220;indisputably safe.&#8221;<\/p>\n<p>Louisville Water&#8217;s data showed the water sample it drew in December 2024 had elevated GenX levels, compared to previous months. <\/p>\n<aside id=\"ad-third-wrap\" class=\"ad-wrap third\" aria-label=\"advertisement\">\n<\/aside>\n<p>But after the water underwent typical treatment and filtering, the level fell under the new federal safety limit, which isn&#8217;t scheduled to kick in until 2029.<\/p>\n<p>The federal government has long regulated the levels of <a href=\"https:\/\/www.epa.gov\/dwreginfo\/drinking-water-regulations\" target=\"_blank\">certain contaminants<\/a> in drinking water, like arsenic, E. coli and lead. <\/p>\n<p>But the EPA didn&#8217;t issue regulations regarding PFAS until 2024, during the final year of the Biden administration.<\/p>\n<p>The new limits apply to <a href=\"https:\/\/www.npr.org\/2024\/04\/10\/1243989339\/here-are-the-white-houses-plans-to-help-reduce-pfas-in-water-systems\" target=\"_blank\">six types of PFAS<\/a> in drinking water. Starting in 2029, utilities which exceed the limits would be required to treat the water to reduce the contamination.<\/p>\n<p>After Trump&#8217;s re-election, his new EPA administrator <a href=\"https:\/\/www.epa.gov\/aboutepa\/epa-administrator\" target=\"_blank\">Lee Zeldin<\/a> <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-announces-it-will-keep-maximum-contaminant-levels-pfoa-pfos\" target=\"_blank\">announced<\/a> the agency will keep the rules for only two types of PFAS, called PFOA and PFOS, but drop the restrictions on the other four types, including GenX.<\/p>\n<div id=\"resnx-s1-5604679-102\" class=\"bucketwrap internallink insettwocolumn inset2col \">\n<div CLASS=\"BUCKETWRAP INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p>In addition, the EPA announced it will give water utilities two additional years, until 2031, to comply with the remaining rules, in part because of the financial burden on rural water plants.<\/p>\n<p>Many utilities, large and small, probably will need to <a href=\"https:\/\/www.npr.org\/2024\/05\/20\/1252537887\/tucson-is-one-of-the-first-places-in-line-for-money-to-clean-up-pfas\" target=\"_blank\">invest in infrastructure to remove PFAS<\/a>.<\/p>\n<p>A <a href=\"https:\/\/docs.google.com\/document\/d\/1n5gv6BQ3nAlhYMGrbyV01mPVAosh0kEjpz8E4Wlnsno\/edit?tab=t.0\" target=\"_blank\">federal study<\/a> estimated about 45% of U.S. tap water contains at least one type of PFAS.<\/p>\n<p>When it announced the final PFAS limits, the Biden administration <a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-finalizes-first-ever-national-drinking-water-standard\" target=\"_blank\">anticipated<\/a> that up to 10% of the estimated 66,000 U.S. public drinking water systems affected by these regulations might have PFAS levels high enough to require them to take action to reduce the contamination.<\/p>\n<p><strong>PFAS removal will challenge water utilities<\/strong><\/p>\n<p>Under current federal environmental regulations, Chemours <em>can <\/em>release some chemicals into the Ohio River. But it has exceeded the legal limits repeatedly over several years, according to court filings and <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-takes-first-ever-federal-clean-water-act-enforcement-action-address-pfas\" target=\"_blank\">the U.S. Environmental Protection Agency<\/a>. <\/p>\n<p>That&#8217;s why the <a href=\"https:\/\/wvrivers.org\" target=\"_blank\">West Virginia Rivers Coalition<\/a> filed its lawsuit in 2024.<\/p>\n<p>The EPA <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-takes-first-ever-federal-clean-water-act-enforcement-action-address-pfas\" target=\"_blank\">took enforcement action<\/a> in 2023, when it said it found Chemours&#8217; West Virginia factory had repeatedly exceeded permit limits for two types of forever chemicals, GenX and PFOA. <\/p>\n<aside id=\"ad-overflow-3-wrap\" class=\"ad-wrap overflow-3\" aria-label=\"advertisement\">\n<\/aside>\n<p>But West Virginia Rivers Coalition said in a court filing that the EPA&#8217;s consent order for Chemours &#8220;is not being diligently prosecuted.&#8221;<\/p>\n<p>Chemours declined to answer questions from NPR, citing ongoing litigation, except to point out that Louisville&#8217;s &#8220;finished drinking water is safe for consumption&#8221; because the PFAS levels are below the EPA&#8217;s regulatory limits, as stated on Louisville Water&#8217;s <a href=\"https:\/\/louisvillewater.com\/your-water\/water-quality\/pfas\/\" target=\"_blank\">own website<\/a>, and in the <a href=\"https:\/\/www.cincinnati-oh.gov\/water\/water-quality-and-treatment\/water-quality-reports\/2024-water-quality-report-updated-march-2025\/\" target=\"_blank\">annual water quality report<\/a><em> <\/em>of Cincinnati, which also draws from the Ohio River<em>.<\/em><\/p>\n<p>As research into the health effects of PFAS exposure continues, environmental advocates say it&#8217;s imperative for companies to meet the limitations set by government permits.<\/p>\n<p>&#8220;Environmental regulatory permitting is a license to pollute,&#8221; said <a href=\"https:\/\/www.linkedin.com\/in\/nicholas-hart-2077403b\/\" target=\"_blank\">Nick Hart<\/a>, water policy director for the <a href=\"https:\/\/www.kwalliance.org\" target=\"_blank\">Kentucky Waterways Alliance<\/a>. <\/p>\n<p>&#8220;You&#8217;re permitting someone to put something into the atmosphere, into water, into soil that would not be there otherwise. And so when we talk about the safe levels \u2026 stop using the word &#8216;safe,&#8217; right? This is the maximum allowable limit.&#8221;<\/p>\n<p>It is possible to remove PFAS from drinking water. Preventing contaminants like PFAS from getting into a community&#8217;s drinking water supply is easier and less costly, compared to removing it on the back end, he added.<\/p>\n<p>In Chemours&#8217; responses to the lawsuit, the company acknowledged that it&#8217;s<em> <\/em>violating its current permit but noted it&#8217;s working with government regulators on an eventual fix.<\/p>\n<p>Still, the federal judge in the case, <a href=\"https:\/\/www.wvsd.uscourts.gov\/judges-info\/district-court-judges\/joseph-r-goodwin\" target=\"_blank\">Joseph Goodwin<\/a>, decided that wasn&#8217;t fast enough.<\/p>\n<p>In August, he <a href=\"https:\/\/mountainstatespotlight.org\/2025\/08\/07\/chemours-forever-chemicals-judge-order\/\" target=\"_blank\">ordered Chemours to immediately stop <\/a>over-polluting. The company quickly filed an appeal.<\/p>\n<p>The West Virginia Rivers Coalition, which filed the lawsuit, declined to speak with NPR but did point to its <a href=\"https:\/\/wvrivers.org\/2025\/08\/judge-orders-chemours-to-reduce-pollution-immediately\/\" target=\"_blank\">August news release<\/a> on the judge&#8217;s ruling.<\/p>\n<aside id=\"ad-overflow-4-wrap\" class=\"ad-wrap overflow-4\" aria-label=\"advertisement\">\n<\/aside>\n<p>&#8220;This is a victory for public health and the Ohio River,&#8221; Autumn Crowe, the organization&#8217;s deputy director, said in a statement. &#8220;The Court recognized what communities have known for years: Chemours has been polluting our water and ignoring its legal obligations.&#8221;<\/p>\n<p>In a court filing for the case, <a href=\"https:\/\/www.linkedin.com\/in\/peter-goodmann-b678564\/\" target=\"_blank\">Goodmann<\/a> said that elevated levels of GenX could make it more challenging for water utilities like Louisville&#8217;s to comply with federal rules for safe drinking water.<\/p>\n<p>In regards to Chemours specifically, Goodmann told NPR that when government regulators issue the company&#8217;s next<em> <\/em>permit, he wants them to take into account the water treatment plants downstream.<\/p>\n<p>&#8220;So what we do is manage risk, and we start that at the river,&#8221; he said. &#8220;It sounds weird, but source water protection \u2013 keeping the stuff out of the river \u2013 is a big deal.&#8221;<\/p>\n<p><em>This story comes from NPR&#8217;s health reporting partnership with <\/em><a href=\"https:\/\/www.lpm.org\/\" target=\"_blank\"><em>Louisville Public Media<\/em><\/a><em> and <\/em><a href=\"https:\/\/kffhealthnews.org\/\" target=\"_blank\"><em>KFF Health News<\/em><\/a><em>.<\/em><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The George Rogers Clark Memorial bridge crosses the Ohio River to Louisville, Kentucky.
