Inside these humble-looking jars is the core of Joan Brugge&#8217;s current multiyear research project.<\/p>\n<p><!-- END CLASS=\"CONTAINER SMALL\" ID=\"CONNX-S1-5630892-100\" --><\/p>\n<p><a href=\"https:\/\/cellbio.hms.harvard.edu\/faculty-staff\/joan-brugge\" target=\"_blank\">Brugge<\/a> lifts up one of the jars and gazes at it with reverence. Each jar holds samples of breast tissue donated by patients after undergoing a tissue biopsy or breast surgery \u2014 samples that may reveal a new way to prevent breast cancer.<\/p>\n<p>Brugge and her research team have analyzed the cell structure of more than 100 samples.<\/p>\n<p>Using high-powered microscopes and complex computer algorithms, they diagram each stage in the development of breast cancer: from the first sign of cell mutation to the formation of tiny clusters, well before they are large enough to be considered tumors.<\/p>\n<aside id=\"ad-backstage-wrap\" class=\"ad-wrap backstage\" aria-label=\"advertisement\">\n<\/aside>\n<p>Their quest is to prevent breast cancer, a disease that afflicts roughly 1 in 8 U.S. women, as well as some men. Their ultimate goal is to relieve the pain, suffering and risk of death that accompany this disease. And their painstaking work, unspooling across six years of the seven-year, <a href=\"https:\/\/reporter.nih.gov\/search\/SRaIA5jqhEKYzdBYLYDQ3Q\/project-details\/11158639\" target=\"_blank\">$7 million federal grant<\/a>, has yielded results.<\/p>\n<p>In late 2024, Brugge and her colleagues <a href=\"https:\/\/www.nature.com\/articles\/s41588-024-01988-0\" target=\"_blank\">identified specific cells<\/a> in breast tissue that contain the genetic seeds of breast tumors. <\/p>\n<p>And they discovered that these &#8220;seed cells&#8221; are surprisingly common. In April, her $7 million <a href=\"https:\/\/www.cancer.gov\/grants-training\/grants-funding\/funding-opportunities\/oia\/award-recipients\/2019\" target=\"_blank\">breast cancer research grant<\/a> from the National Cancer Institute at the National Institutes of Health (NIH) was frozen, along with virtually all federal money awarded to Harvard researchers. <\/p>\n<aside id=\"ad-secondary-wrap\" class=\"ad-wrap secondary\" aria-label=\"advertisement\">\n<\/aside>\n<p>The Trump administration said it was withholding the funds <a href=\"https:\/\/www.npr.org\/2025\/04\/14\/nx-s1-5364829\/trump-administration-freezes-funds-after-harvard-rejects-dei-demands\" target=\"_blank\">over the university&#8217;s handling of antisemitism<\/a> on campus.<\/p>\n<p>Some members of Brugge&#8217;s lab staff lost federal fellowships that funded their work. Brugge told others funded through the NIH grant that she couldn&#8217;t guarantee their salaries. In all, Brugge lost seven of her 18 lab employees.<\/p>\n<p>In September, the funding flow for the NIH grant was restored. But in the intervening months, the Trump administration said Brugge and other Harvard researchers <a href=\"https:\/\/x.com\/edsecmcmahon\/status\/1919517481313427594\" target=\"_blank\">weren&#8217;t allowed<\/a> to apply for the next round of multiyear grants. <\/p>\n<p>A federal judge <a href=\"https:\/\/www.harvard.edu\/federal-lawsuits\/2025\/09\/03\/memorandum-and-order\/\" target=\"_blank\">lifted that ban<\/a>, but Brugge had missed the deadline to apply for renewal. She was then able to reinstate two positions for at least a year \u2014 but job applicants are wary.<\/p>\n<p>Across the United States, the future of federal funding for cancer research is uncertain.<\/p>\n<p>President Trump has proposed <a href=\"https:\/\/www.npr.org\/sections\/shots-health-news\/2025\/06\/09\/nx-s1-5425466\/nih-research-freedom-bethesda-declaration\" target=\"_blank\">cutting the NIH budget<\/a> by nearly 40% in 2026, the current fiscal year.<\/p>\n<p>In a <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/05\/Fiscal-Year-2026-Discretionary-Budget-Request.pdf\" target=\"_blank\">budget message<\/a>, the White House said the &#8220;NIH has broken the trust of the American people with wasteful spending, misleading information, risky research, and the promotion of dangerous ideologies that undermine public health.&#8221;<\/p>\n<p>But Congress has other plans: The <a href=\"https:\/\/www.acr.org\/News-and-Publications\/house-spending-bill-maintains-nih-funding-levels\" target=\"_blank\">House budget plan<\/a> includes a $48 million increase, which would bring the <a href=\"https:\/\/www.aau.edu\/key-issues\/nih-requires-sustained-and-predictable-investment\" target=\"_blank\">NIH budget to $46.9 billion<\/a>. For example, a 10% cut to the NIH budget would eventually result in two fewer new drugs or treatments per year, according to a <a href=\"https:\/\/www.budget.senate.gov\/imo\/media\/doc\/cbo_fda_nih_letter_071825.pdf\" target=\"_blank\">projection<\/a> from the Congressional Budget Office.<\/p>\n<p>A recent <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.aeb1564\" target=\"_blank\">study<\/a> looked at drugs that were developed through NIH-funded research and approved by the Food and Drug Administration since 2000. More than half those drugs would probably not have been developed if the NIH was operating with a 40% smaller budget.<\/p>\n<p>&#8220;We can&#8217;t say, &#8216;But for that grant, that [specific] drug would not have come into existence,'&#8221; says <a href=\"https:\/\/mitsloan.mit.edu\/faculty\/directory\/pierre-azoulay\" target=\"_blank\">Pierre Azoulay<\/a>, a study co-author and a professor at the Massachusetts Institute of Technology. But fewer drugs overall would have made it to market, he says. &#8220;It makes us at least want to pause and say, &#8216;What are we doing here? Her employees included staff scientists, postdocs and graduate students. Of the seven who left the lab this year, one left the U.S., one took a job at a health care management company, four went back to school and one person is still looking for work.<\/p>\n<aside id=\"ad-overflow-3-wrap\" class=\"ad-wrap overflow-3\" aria-label=\"advertisement\">\n<\/aside>\n<p>One of Brugge&#8217;s former staffers is Y, a computational biologist. She helped design and run a tool that analyzes millions of breast tissue cells from those samples in the pink-lidded jars. <\/p>\n<p>Y moved to Switzerland in October to begin a research and Ph.D. program. (NPR agreed to identify her only by her middle initial because she plans to return to the U.S. for scientific conferences and worries that speaking out could affect future visa approvals.)<\/p>\n<p>&#8220;I thought the U.S. would be a safe place for scientists to learn and grow,&#8221; said Y, who moved to Boston from abroad for Harvard&#8217;s master&#8217;s degree program in bioinformatics. &#8220;I really hope that those who have the opportunities to study this further can fill in those missing pieces in cancer research.&#8221;<\/p>\n<p>Brugge is no longer accepting job applicants from outside the U.S., even if they are top candidates, because she can&#8217;t afford to pay the Trump administration&#8217;s <a href=\"https:\/\/www.npr.org\/2025\/10\/03\/nx-s1-5561095\/what-the-h1b-visa-application-fee-hike-could-mean-for-the-u-s-economy\" target=\"_blank\">new $100,000 fee<\/a> on visas for foreign researchers. <\/p>\n<p>The Association of American Universities and the U.S. Chamber of Commerce have <a href=\"https:\/\/www.uschamber.com\/assets\/documents\/Amended-H%E2%80%931B-Complaint.pdf\" target=\"_blank\">filed a legal challenge<\/a>, claiming the fee is misguided and illegal. The Trump administration said the fee would <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/09\/restriction-on-entry-of-certain-nonimmigrant-workers\/\" target=\"_blank\">discourage reliance on foreign workers<\/a> and improve opportunities for Americans.<\/p>\n<p>Brugge doubts work in her lab will ever return to normal.<\/p>\n<p>&#8220;There&#8217;ll always be, now, this existential threat to the research,&#8221; Brugge says. &#8220;I will definitely be concerned because we don&#8217;t know what&#8217;s going to happen in the future that might trigger a similar kind of action.&#8221;<\/p>\n<p>Brugge has thought about shutting down her lab. But she still employs staff members whose future scientific careers are tied to finishing some of the research.
